Welcome to Bellwick Council's Parking and Traffic Management page. Please familiarize yourself with local parking regulations to avoid penalty charges.
IMPORTANT: New Parking Restrictions
As of 1st September 2025, parking restrictions on High Street have been extended. The previous exemption for vehicles under 1.8 meters in height has been REMOVED.
All vehicles now require valid parking permits or payment between 8:00 AM - 6:00 PM, Monday through Saturday.
Parking Zones
Bellwick operates a three-zone parking system:

Resident Parking Permits
Permit Costs (Annual)
First Permit: GBP 85.00
Second Permit: GBP 140.00
Third Permit: GBP 220.00
Visitor Permits: GBP 35.00 per book (20 single-use permits)
Eligibility:
- Proof of residence within designated zone required
- Vehicle must be registered to applicant's address
- Maximum 3 permits per household
- Permits non-transferable between vehicles
Application Process
Permit applications must be made IN PERSON at the Town Hall Licensing Department. Online applications are not currently available.
Required Documents:
- Vehicle registration document (V5C)
- Proof of address (council tax bill or utility bill dated within 3 months)
- Valid driving license
- Passport-sized photograph
Please allow 10 working days for permit processing. Temporary permits NOT available during processing period.
Special Parking Restrictions
The Loughmere Channel Bridge
NO PARKING OR STOPPING on or within 25 meters of the channel bridge at any time. This restriction is enforced 24/7 and includes emergency vehicles only exceptions.
Penalty: GBP 70.00 (reduced to GBP 35.00 if paid within 14 days)
Market Day Restrictions (Every Friday)
High Street and Market Square have additional restrictions every Friday 6:00 AM to 2:00 PM for the weekly market:
- NO PARKING on High Street between Town Hall and Post Office
- Market Square CLOSED to all vehicles
- Loading bay access by permit only (market traders)
School Hours Restrictions
NO PARKING zones are enforced on Chandler Lane and School Road during term time:
- Monday-Friday: 8:00-9:15 AM and 2:45-4:00 PM
- Marked with yellow zig-zag road markings
- Penalty: GBP 70.00 (no early payment discount available)

Appealing a PCN
You may appeal a Penalty Charge Notice within 28 days of issue. Appeals must be submitted in writing to:

Valid grounds for appeal include:
- Vehicle was stolen or cloned at time of violation
- PCN contains factual errors (wrong vehicle, location, time)
- Valid permit was displayed but not visible to enforcement officer
- Medical emergency required stopping
Note: "I was only there for a few minutes" and "there were no other spaces" are NOT valid grounds for appeal.
Enforcement
Bellwick Council employs two full-time Civil Enforcement Officers who patrol parking zones daily between 8:00 AM - 6:00 PM, Monday through Saturday.
2024 Parking Statistics:
- PCNs issued: 1,847
- PCNs paid: 1,592 (86%)
- Appeals received: 218
- Appeals upheld: 31 (14%)
- Cases escalated to Traffic Enforcement Centre: 37
Vehicle Removal
Vehicles parked in serious violation may be clamped or removed. This includes:
- Parking causing obstruction to emergency vehicles
- Abandoned vehicles (not moved for 4+ weeks)
- Vehicles with 3+ unpaid PCNs
- Parking on designated clearways
Removal Charges:
Clamping: GBP 150.00
Removal & storage: GBP 250.00 plus GBP 25.00 per day storage

Located in all Zone A & C car parks
Accepts: Coins only (10p, 20p, 50p, GBP 1, GBP 2)
Note: Machines do NOT give change

Disabled Parking
Blue Badge holders may park for FREE in any paid parking zone for up to 3 hours. Badge must be clearly displayed with clock showing arrival time.
Designated disabled bays located at:
- Town Hall: 3 spaces
- Market Square: 2 spaces
- Little Nell's Pool: 2 spaces
- Seafront Car Park: 4 spaces
